Description

The Riverfront Times examines the case of Billy Polson. The 17-year-old was arrested and sentenced to a 10-year prison term after buying marijuana for an undercover police officer. In a related article, the Times investigates the state of Missouri's prisons. Four of five inmates in Missouri's overcrowded, increasingly expensive jails are nonviolent offenders. The Times finds that new approaches to the problem are necessary if a solution is to be found.
