Reporter John Holland examined 3,200 criminal cases to see how judges complied with guidelines designed to ensure consistent punishment for criminals throughout Florida. The reporter found that Palm Beach County judges are the most lenient in Florida, that the judge serving rural, western Palm Beach County virtually never sent felons to prison and that child molesters in particular rarely went to prison for their crimes.
