The Times-Picayune finds that, under intense pressure to improve test scores by Superintendent Morris Holmes, principals and teachers in the New Orleans public school system used improper and sometimes illegal methods to improve their students' perfomance. The result: Overall scores rose dramatically, but so did the number of suspicious test-score swings.
