Offshore insurance is the last unregulated public business in the United States. Thousands of unsuspecting customers across the country have policies from companies that are merely post office boxes on remote islands. The investigation reveals that state regulators are virtually helpless against the offshore cheats because state laws stop at the borders and the federal government doesn't regulate insurance. The story deals with one case, considered the largest insurance fraud case in U.S. history, that ended in the death of a former Chicago prosecutor.
