The investigation had a three-fold goal: 1) to continue my 1996 work on the problem of narcotics related corruption north of the border, 2) to provide as detailed information as possible about the Juarez cartel, Mexico's top narcotics trafficking organization, and to discover how drugs are being shipped across the border into Texas and other American border states, and 3) to establish the state of play in Colombia and to probe the links between the Revolutionary Armed Forces of Colombia, the country's largest leftist guerrilla organization, and narco-traffickers.
