The government-funded system designed to protect children from neglect and abuse has failed. Many children under protection have been repeatedly abused and neglected, some even murdered. The story shows that children's aid and family courts take an average of 44 months to rescue a child from abuse. A change in the law ten years ago put the focus in Ontario on parental rights. One in three of the children murdered by parents in Ontario in the past five years could have been saved if a child protection official or doctor had noticed easily recognized warning signs. Ontario's child protection system consists of 55 unconnected children's aid societies, although before this series it was thought to be one large agency. Abusive parents use this loophole to move undetected between jurisdictions. Parents convicted of child abuse murders in Ontario receive jail sentences of two years or less for their crime.
