The four-month investigation found that repeat drunk drivers were violating their probation and that the county probation chief was doing little to stop it. The reporters also examined a device that prevents intoxicated people from starting their cars. They found that the device has a proven track record if used, but nearly half of repeat offenders were driving without it.
