A Post-Dispatch investigation shows that during the past two years national housing activist Bertha Gilkey--who is chairman of the tenant board managing Cochran Gardens public housing complex--used her Cochran-issued credit card to pay for repeated flights, hotels and restaurants during travel to cities where her consulting firm does business, but Cochran does not.
