A member of former Arizona governor Fife Symington's family, perhaps Symington himself, is a business partner with a prominent Mexican farmer who couldn't obtain a Visa to enter the U.S. because he was suspected of narcotics trafficking by the U.S. Customs Service. Symington used his office to promote the Mexican businessman's enterprises and used the state plane to fly to Culiacan, Mexico for a private meeting.
