Through a series of management decisions an agreements with firefighters unions, a system was built where the county fire department was increasingly dependent on scheduled overtime to staff its firehouses. As a result, a culture of overtime developed, resulting in many firefighters being able to bring home more than $100,000 per year in salary and overtime, and some grossing more than $150,000. The money also wasn't going to line firefighters, mostly to captains and battalion chiefs.
