This story is the result of an extensive computer analysis by the Tennessean of Medicare data for 1995-96. The investigation revealed when patients are charged more than what Medicare says a procedure should cost, Medicare gets the overpayment and never refunds it to the patient. In 1995-96, Medicare realized a $30 million windfall in this way.
