This three-part series exposed the incompetence of state bureaucrats entrusted by parents to keep their children safe in licensed day cares. Nine years worth of handwritten logbook entries kept by the State Dept. of Human Services, interviews and day-care case files were studied. This Portland Press Herald story started after reporter found that day-care enrollment was exploding at the same time the state had cut its enforcement efforts.
