A five-month investigation into the nation's largest county-based child support collection program. Investigation showed the program to be failing on multiple fronts, failing to collect current support in more than 90% of its cases, holding on to tens of millions of dollars that should go to families, prosecuting and impoverishing men who are not even father of children and failing to use some $6 million in available funds for improvements including staffing.
