The Coalition for Open Governments was responsible for conceptualizing and conducting a public opinion poll measuring the attitudes toward a state's open records laws. They commissioned the poll using a grant provided by the Knight Foundation. The results of the poll demonstrated that a majority of voters in California favors strengthening their freedom of information law.
