On Oct. 5, 1994, Chicago police staged a narcotics raid that ended with two policemen wounded and one civilian dead. An examination of the raid suggested that the leader of the raid, Sergeant Peter Dignan, may have been responsible. But the police department ignored this possibility and ignored evidence that Dignan was involved in the torture of black detainees. Chicago Reader examines the failure of the police department to monitor its officers.
