Description

This investigation reveals that in California, the nation's most populated state, huge numbers of people, legally served with a proper jury summons and who have no legal excuse to avoid jury duty, simply fail to respond or show up. In the nine San Francisco Bay Area counties analyzed, the number of those skipping jury duty in 1996 was 150,000 out of some 400,000. Those who skip jury duty are neither compelled to attend nor fined.
