Giving in to reports that 115 state legislators received too much in payments from Philip Morris, State Senate majority leader Joseph Bruno introduced a law that would further limit the amount politicians could take from lobbyists in a single day. However, there were loopholes. This article looks at the problems with controlling lobbyists and the causes of the problem.
