The Quad City Times conducts a computer-assisted investigation of juvenile crime. The series focused on four areas; police, prevention, prison and prosecution. A review of juvenile court records from 1993 revealed that over 61 per cent of the kids live in low-income areas; these pockets had a low median income; the unemployment rates are high, and that rotating judges leave gaps in the juvenile proceedings, July - 10-24, 1994.
