Throughout the year, the investigation looked at who benefitted-and who didn't-from the current tax code, and who stood to gain from proposed changes. It revealed that the tax burden has shifted dramatically over the years and that the wealthy would benefit most from this break. The reporters also did stories on how complex the tax code has become, how lawmakers don't even bother to compute their own taxes, and what a poor job the state and federal governments do in collecting taxes.
