Description

The Star uncovered a disturbing disciplinary practice known as Code 10 in the city's public schools. Students who had been injured had been too afraid of the system to complain. Findings showed that the teachers involved were not licensed to teach the classes assigned to them and some were among the most inexperienced instructors in the district even though they were teaching its most difficult students. Note that this was also published in a series, April 2 - 9, 1995 (Feb. 15, 19, 22, 24 - 25, 1995)
