Operated by a private contractor for the Immigration and Naturalization Service, Esmor held 300 immigrants, mostly asylum seekers, in a setting ready to explode. Although INS paid Esmor $8 million a year to run the New Jersey facility, the government agency had only a vague idea, of the day-to-day operations. (March 12, 1995)
