Description

The Charlotte Observer found that a loan program designed to help low-income residents repair their homes instead left dozens of Charlotteans with five-figure degbts and houses riddled with construction flaws. Charlotte repeatedly paid contractors for shoddy and incomplete work, and routinely hired contractors who lacked state licenses designed to protect customers from poor work. (April 16, 1995)
