A Charlotte Observer investigation reveals that the North Carolina workers' compensation system was shortchanging the most vulnerable wokers, including foreign-born, lwo-wage workers iin chicken processing and tobacco harvesting. Computer analysis showed that the average contested claim was taking more than three years to resolve and appeals were taking more than six years. (Oct. 8 - 13, 1995)
