While the debate over welfare raged in Congress, Arizona began implementing many of the most controvesial changes, including elimination of benefits to unwed teen moms. The changes were approved by the state Legislature even though Arizona has the highest teen birth rate of any state in the nation and legislators had no idea how any young families would be affected.
