Teachers who sexually assault students in Arkansas benefit from an unwritten code of silence. The Arkansas Democrat-Gazette looks at how school administrators failed to call the police or the state Department of Human Services as required by law when allegations of sexual assault were reported. Accused teachers were allowed to move on to other state schools with glowing resumes. (Sept. 8-12, 1996)
