Description

An investigation by The Arizona Republic into day care centers led to a number of shocking discoveries. They found: nine deaths, numerous beatings, incidents of abuse, burns, some child molesters as employees, and facilities with little food and water. The story found that state regulations allowed too many children per caregiver and excessive caseloads for inspectors. This is situation was perpetuated by a system that allowed centers to reincorporate and reopen within hours of being shut down by the state.
