In 1995, Flagler County, a tiny Florida county with 50,000 residents, won a much-publicized bidding war to be the location of the Florida State Agricultural Museum. At the time, county and museum officials said the project would be privately funded, would not cost taxpayers anything, and would bring in thousands of tourist dollars. The News-Journal investigation, however, showed that the county has sunk millions of tax dollars into the project and may be on the hook for millions more.
