The Spokesman-Review looked at the growing number of former prison inmates living in Spokane and the impact those offenders and the prison bureaucracy have on the community. The investigation found that: Spokane County is getting back far more criminals than it puts into the prison system, more than half of the offenders released were convicted in another county, the community correction officers assigned to keep an eye on released offenders still under supervision are saddled with poor equipment and huge caseloads.
