In December 1997, in response to continuing disciplinary problems within the Indianapolis Police Department, WTHR decided to attempt a systematic look at how violations of rules and regulations are handled by the department. The authors reviewed the disciplinary records of 1,005 current IPD officers. The result was a three-part series that began with a look at how there are dozens of officers working the streets (and responding to the department's most frequent call - domestic disturbances) who have domestic disturbance complaints in their own files. The team was able to show using IPD's own documents that what many critics had claimed for years had some basis in truth: that the department has historically disciplined blacks at a higher rate than whites.
