WTAE-TV found a pattern at the Butler County CDC of government grants and low interest loans going to businesses operated by CDC board members. As Butler County's major industrial development agency, the CDC approves government loans and grants for businesses in the county. It also receives direct funding from Butler County government. Nevertheless, the CDC maintains that it is a private, non profit corporation. The CDC refused to pen it's meetings to WTAE-TV and denied access to all of its records. However, WTAE-TV was able to document that the CDC gave approval to government grants and loans for six companies that have executives on the CDC board.
