KDFW reports that "for years the I-team has been hearing stories of police abuse in North Texas. Many of the complaints come from African American men. We decided to join forces with the Police Complaint Center, a nonprofit agency in Florida. Working undercover we were able to document how an innocent man can turn into a suspect for just asking a simple question. Through open records requests we were able to learn the policy of each agency. Then, armed with that information, we visited 40 police and sheriff's departments in nine North Texas counties. Our request was simple. How does the average citizen file a complaint against an officer?... While some officers were courteous and professional, that was not the case in many departments we visited...."
