In this five-part series, three New York Times Regional Papers in Louisiana -- the Courier in Houma, the Daily Comet in Thibodaux and the Daily World in Opelousas -- examined the state's Department of Environmental Quality's efforts "to see how well the agency is meeting its obligations." The papers found multiple problems with the state agency, including allowing polluters to continue polluting and having failed to hold the polluters accountable.
