Register reporters found a lack of child-care regulation in Iowa, discovering 2 out of 5 licensed centers violated the minimum state standards for health and safety and that Iowa had no way to investigate fraud by providers despite knowing of fraudulent cases existing years before. In addition, parents had no way of knowing if a confirmed child abuser was watching their child. As a result of this story, the human services department "stepped up plans to improve oversight of $43 million in coveted child-care subsidies for low-income families." The governor is also expected to add significant funding for child-care and early childhood in his 2002 budget.
