This article examines "St. Louis 2004," a group that works to turn St. Louis's "sagging second-tier city" into a place where people want to be. Among some of the group's goals is to host world-class events in 2004, such as a Super Bowl and the NCAA Final Four. But Higgins discovers that "'St. Louis 2004' has spent millions on the name of civic revival, but most of the money has gone to fatten its staff. Too bad they haven't delivered much more than buzz."
