This report was the first to objectively "test" the widely touted claims that the deregulation of five major industries--airlines, cable television, telephone service, banking and electricity--has given consumers lower prices, better service, and greater choice. The findings revealed that while consumers have made some gains under deregulation, on balance they've lost ground. Service quality has typically deteriorated and consumer rights have sometimes suffered.
