The Morning Call tells the story of Mark Mendelson, who, in 1985, bought and began renovating Allentown's largest downtown hotel. He purchased several other downtown properties, but his relationship with the city soured because he and his businesses failed to pay taxes and bills. The Morning Call investigation showed that Mendelson or his businesses hadn't paid his taxes elsewhere, but yet was able "to leverage their holdings to borrow tens of millions of dollars, far more than the properties worth."
