In these plans are placed individuals the insurers don't want to handle. These especial plans have become an industry in itself and people are being turned away with no coverage. In the follow-up story "A medical mistake", reporters concluded that "doctors and their insurers were trying to significantly limit victims' awards based on shaky evidence".
