Now, The Jesse Helms Center Foundation has $11 million in assets, including a $3.3 million building...But an Observer examination of the tax=exempt Center's IRE filings show that it spent far more on overhead -- more than 70 percent in some years -- and less on programs than recommended by organizations that monitor nonprofits."
