The Post-Standard analyzed $195 million on state aid to businesses that promised to meet hiring goals in return. The newspaper found that Gov. Pataki overstates the success of the programs, that the state fails to penalize those companies that violate their contracts with the programs and there is an increasing rate of noncompliance with the requirements of the programs.
