National Law Journal (New York) finds that a racial divide exists in the way the Environmental Protection Agency cleans up toxic waste sites and punishes polluters, with white communities seeing faster action, better results and stiffer penalties than communities where blacks, Hispanics and other minorities live. The investigation determines that economics and class are not as relevent as race.
