Coroner Barry L. Busby was the most popular elected official in Winnebago County, Wisconsin, winning his eighth full term in November 2018 with the highest vote total on the local ballot. Much of his popularity could be traced to his grandfatherly manner and his high-profile involvement in two of the area’s most difficult issues—teen suicide and drug overdoses. But those who worked closely with him knew a different man, one who crudely harassed female colleagues, took credit for other people’s work and looked for ways to maximize his personal gain from his public position.
