WCPO's investigation began on October 8, 2018, the day they obtained sealed records in a secret criminal investigation of an accused senior-level Chinese spy. The United States Attorney’s Office made repeated attempts to convince WCPO to not reveal the investigation because the suspect was ‘not in U.S. custody’ and disclosure could prevent the Department of Justice from extraditing him to the U.S. A day later, after federal law enforcement sources confirmed the accused spy was in U.S. custody, WCPO broke the story. On October 10, 2018, the Department of Justice held a news conference in Cincinnati to announce the indictment, arrest and extradition of Xu who is accused of trying to steal trade secrets from GE Aviation.
